Administrative Organization of Health Care Institutions in Algeria: Between Centralization and Decentralization

BACKGROUND: This article addresses how health institutions operate in Algeria. It deals with the problem of management Algeria between centralization and decentralization. means are there spaces for formulation local policies? seeks to establish response current demographic growth. AIM: study evaluates Algerian legislature’s success developing a legal framework administrative organization care institutions. METHODS: comparative focuses on texts, using data from national statistical office, World Bank, official news agency. RESULTS: The finds close relationship free services dominance central authorities that finance all public institutions, including residents’ medical expenses, screening, surgery, rehabilitation. Non-resident patients compensated treatment by state insurance funds (CNAS CASNOS). There no charitable hospitals. Therefore, civil society humanitarian, invited launch initiatives regarding hospitals, because they will contribute relieving pressure also help promoting Ministry Health controls services. CONCLUSION: law mixes decentralized but does not encourage seek funding independence. Algeria’s system needs be reformed.
